Safety

In case of emergency (technical incident or fire..):

  • ESRF (control room): dial 10 or use an ESRF red phone
  • ILL/EMBL/CIBB (ILL control room) : dial 11 or use an ILL/EMBL/CIBB red phone

In the event of a medical emergency, please dial 33 to contact the Works Medical Service (phone line open 24 hours a day, 7 days a week).

All users must comply with French safety regulations and the local administrative and safety regulations of each institute. Any ancillary equipment supplied by the user must conform to the appropriate French regulations. Experimental conditions involving special safety requirements, such as the use of radioactive isotopes or chemically or biologically hazardous materials or others, should be clearly stated in the proposal.

Users coming for experiments should read carefully all recommendations in order to prepare, in due time, their experiment and to get help if needed. Do not hesitate to contact the safety group of each institute if you encounter difficulties with documents, regulations or procedures. Some procedures take several weeks or months to process.

Special Medical Conditions

If you wear a pace-maker or any ferromagnetic medical aid (prothesis), please contact the Medical Service before you enter the experimental areas. The Medical Service is situated opposite the Canteen, and is open Monday to Friday from 08:00 to 12:15 and from 13:15 to 17:00, should you need advice or help.  
Before you leave your country, be sure that you have the following forms:

  • E101: If someone is an employee working in two or more countries of the European Economic Area (EEA) they need to apply for form E101. This document certifies that the holder continues to pay social security in his/her country whilst working temporarily in another EU country. This means that the holder will not be required to pay National Insurance or similar contributions in other EEA countries.

Plus either:

  • CEAM (European Card for Sickness Benefit): For those persons who will be detached in France for a period not exceeding 1 year, or for the first year of a longer detachment.

or

  • E106: For those persons who come for a period of over one year, or, in case of an extended work period, the second year.

These documents certify that the holder is temporarily affiliated to the French Social Security and is therefore entitled to medical treatment, partially or entirely reimbursed by the French Social Security, whilst working in France.

Prior to departure, the employer should contact the social security office (International Relations) of his/her country, which will prepare and complete the forms accordingly.

You will be asked to provide them by the French Social Security in case of illness or work-related accident.

Insurance for scientists coming from outside the European Union

You do not need any of the above forms as you are not entitled to a temporary affiliation in France. You should keep all invoices and receipts to give to your own social security and/or private insurance company.

ILL - Special Instructions for PF2 instrument users

We would like to inform you that, in compliance with French safety regulations, we are obliged to ask all users of the instrument PF2 to provide a medical certificate (or an equivalent certificate from their employer) stating that they are properly authorised to work with ionising radiation and that they have regular medical check-ups in their laboratory, i.e. a Designated Radiation Worker.

The whole experimental team must make sure that they obtain the certificates before their arrival. They must hand them to the reactor guardian when receiving their film-badges.

Failure to do so means that you will be forbidden from entering the experimental area on PF2 (reactor Level D).

Safety at EMBL Grenoble Outstation

The purpose of safety at the Outstation is to ensure the compliance with internal regulation and French laws, develop a policy of risks prevention and improve work conditions.

I. Laboratory organization
Every new comer must attend a safety training to be allowed to work on laboratory.
Isolated work must be avoided. If it is however necessary, apparatus for isolated workers are available to give automatically the alert in case of a problem.
Personal protective equipments are mandatory in laboratories

II. Instructions for biological samples
a. Class of risk
The French decree dated 18 July 1994 details a list of pathogens with their risk classification. The EMBL does not accept biological samples belonging to higher than hazard group 2.
Mammalian and human cell lines are handled on a containment level 2 laboratory.
A special training is needed to use CL2 laboratories.

b. AFSSAPS control
The French decree of 30 July 2004 details some biological agents and takes into account the notion ‘all or part’ (tout ou partie) of the agents. It means that all genes and products (e.g. recombinant proteins) fall under the control of the AFSSAPS (Agence Française de Sécurité Sanitaire des Produits de Santé). All samples whose source organism is named in this decree must be declared to the AFSSAPS via two different forms: Import authorization, Export authorization
